Changes to Verification Requirements of the Singapore Employment Pass
Changes to the verification requirements of the Singapore Employment Pass (EP) have recently been released.
With the implementation of the Complementarity Assessment Framework (COMPASS), all declared post-secondary diploma and above qualifications will need to be supported with verification. This requirement will apply to new EP applications from 1 September 2023, and renewals from 1 September 2024.
Verification is mandatory when the qualification is declared in the EP application. Employers who require points from these qualifications to pass COMPASS must declare them in their EP application. Conversely, employers who do not require these points are not required to declare them.
Additional details on the verification requirement will be announced as the implementation date nears.
Complementarity Assessment Framework (COMPASS)
Beginning 1 September 2023, Employment Pass candidates must adhere to a two-stage eligibility framework. In addition to meeting the qualifying salary (Stage 1), EP candidates must pass a points-based Complementarity Assessment Framework (Stage 2).
COMPASS enables employers to select high-potential foreign professionals, while improving workforce diversity and building a strong local core. It is a transparent system that gives businesses greater clarity and certainty for employment planning.
COMPASS will apply to:
- New applications from 1 September 2023
- Renewals from 1 September 2024
